Planning Workshop on
“Punjab LAND USE (Classification, Reclassification
and Redevelopment) Rules”
Punjab Municipal
Development Fund Company (PMDFC) is implementing a
project called Punjab Municipal Services
Improvement Project (PMSIP) for institutional
development of TMAs and improving municipal
services delivery. The project is being funded by
the World Bank and Government of Punjab. PMDFC has
provided trainings to TMA staff in the form of
workshops/on-job training sessions in: IT,
engineering equipment, operational and
maintenance, procurement, web-site development,
financial management system, computerized
complaint tracking system, performance management
system etc.
As a follow-up of
One Day Planning Refresher Workshop for Year –
I Partner TMAs on Thursday 9th, April, 2009 at
MPDD, Lahore, PMDFC organized a One Day Planning
Workshop on “Punjab Land Use (Classification,
Reclassification and Redevelopment) Rules” for TMA
planning staff on 20th July, 2009 at MPDD, Lahore.

“Orientation workshop on Institutional Development
Initiatives under
Punjab Municipal Service Improvement Project”
A
one day, “Orientation workshop on Institutional
Development Initiatives under Punjab Municipal
Service Improvement Project” was organized at
Management and Professional development Department
(MPDD), Lahore on 20th January, 2009
for Tehsil Nazims & Tehsil Municipal Officers (TMOs)
of year II partner Tehsil Municipal
Administrations (TMAs). The workshop aimed at
briefing the partner TMAs about Institutional
Development Initiatives to be initiated under
PMSIP. Mr. Sajid Siddique, Managing Director,
PMDFC welcomed the participants and highlighted
the importance of ID interventions. Manager
(Institutional Development), Mr. Shoaib Iftikhar
explained the Institutional Development approach
of PMSIP in detail. After this, Manager (Finance),
Mr. Nauman Akhtar gave a detailed account of
Financial Management System (FMS) an important ID
initiative of PMSIP. Lastly, Mr. Talal Ahmed Khan,
the Planning Consultant briefed about Action
Planning in PMSIP sub projects. The participants
showed interest in the ID initiatives but also
expressed their views that infrastructure sub-
projects should also be expedited.

Building Activities Initiated under PMSIP in Year I TMAs’
A one day workshop titled; ‘Review Workshop on
Institutional Development / Capacity Building
Activities Initiated under PMSIP in Year I TMAs’
was conducted by PMDFC on 15th
January,09. It was organized at Management and
Professional Development Department (MPDD),
Lahore. The workshop aimed to develop and agree
an implementation strategy for year II TMAs for
ID-interventions.
The participants were TMOs and TOs(I&S), from Year
I TMAs. The objective of the workshop was to
discuss all the Institutional development
activities started previously by PMDFC. However,
these initiatives are to be implemented very soon
in year-II TMAs by PMDFC. It was high time to
share the experiences gained in the previous
exercise and to get feed-back of year-1 TMAs
towards PMDFC - implementation strategy. The
second objective was to refresh the process of ID
interventions necessitated due to transfer of a
number of Tehsil level officers.
After the formal opening by the Mr. Sajid Sidique,
Managing Director, PMDFC the workshop started with
a comprehensive presentation given by Mr. Ahsan
Mahmood, Manager, Institutional Development on the
Capacity Interventions by PMDFC. These
interventions were; Performance Management System
(PMS), Complaint Tracking System (CTS), TMAs’
Website, Trainings, Hardware (computers, printers,
Engg. Equipments, etc) and Operation & Maintenance
Framework for Municipal Services. In addition, Mr.
Nauman Akhtar, Manager (Finance) explained the
Financial component. The last presentation was
given by the Planning Consultant, Mr. Talal Ahmad.
He reviewed the Action Planning exercise and there
was exchange of views with the participants about
the specific intervention. The workshop proved to
be very useful in sharing the experiences gained
in Year I, and to reinforce the ID process in
these TMAs.
